Phillip E. Lacombe
Director

Phil Lacombe is President and Chief Operating Officer of Secure Mission Solutions, an integrated security company.

He was Executive Vice President of the Olive Group, an international security company with extensive operations in the Middle East, from January 2007 February 2008. At Olive, Mr. Lacombe focused on growth and development of the corporation's integrated security capabilities in the physical, cyber and converged domains worldwide, and led strategic development across Olive.

Before joining Olive, he was a Senior Vice President of Science Applications International Corporation (SAIC) and the General Manager of SAIC's Integrated Security and Systems Solutions Business Unit (IS3). He had overall responsibility for this $300 Million business unit providing all aspects of security for Federal, State/Local and commercial customers across the nation and overseas. Customers ranged from the Department of Defense and Federal Agencies to the City of New York and various financial institutions.

Prior to joining SAIC, Mr. Lacombe was a Vice President of General Dynamics running the Integrated Information and Security Business Line, providing physical and cyber security programs for US Intelligence and Defense Agencies. He joined GD as a result of GD's acquisition of the Veridian Corporation where he had served since February 1998 as the President of the Information and Infrastructure Protection (IIP) Sector and corporate Senior Vice President for Strategic Initiatives.

Before joining Veridian, Mr. Lacombe was the Director of the President's Commission on Critical Infrastructure Protection (PCCIP), a position he held from September 1996 to February 1998. The PCCIP was charged by the President with determining whether the Nation's critical infrastructure was at risk from physical or cyber attack and developing a strategy for protecting the critical infrastructure. The Commission's recommendations were codified and implemented in Presidential Decision Directives. Presidential Decision Directive 63 called for the creation of Information Sharing and Analysis Centers (ISACs) in each critical infrastructure sector to facilitate sharing of threat, vulnerability and incident information among private and public sector members.

Mr. Lacombe was a founder of the Information Technology Sector ISAC (IT-ISAC), serving on its Board of Directors and being elected President in 2004. Mr. Lacombe's other experience includes serving as the Managing Director of the Aerospace Education Foundation, a not-for-profit institution providing educational programs nationwide. He also served as the Special Assistant to the Chairman of the Commission on Roles and Missions of the Armed Forces from July 1994 through August 1995. He was responsible for drafting the Commission's report proposing changes in the US military establishment to accommodate the asymmetric threat environment that followed the end of the Cold War.

In January 1994, Mr. Lacombe retired with twenty years service as a colonel in the US Air Force. His assignments in the Air Force included Speech Writer to Secretary of Defense Weinberger, Assistant to the Commander of Air Force Systems Command, Counter Narcotics Strategy at the National Drug Policy Board in the Office of the U.S. Attorney General, and Director of Public Affairs for US and Air Force Space Commands and the North American Aerospace Defense Command. During Desert Storm, he served in the theater including leading the Joint Information Bureau in Dhahran, Saudi Arabia. He is a graduate of the National War College, Air Command and Staff College and Squadron Officers School. He has a Master's Degree from the University of North Carolina and a BA from the University of Massachusetts. Mr. Lacombe has served on a number of public and private sector boards and advisory groups, including: the Association For Enterprise Integration, the Homeland Security Institute, the Commonwealth Information Security Center, and others.
