Director
Dr. Michael Gresalfi is the Senior Advisor to the Director, Disaster Operations Directorate, Tactical Incident Support Branch of the Federal Emergency Management Agency (FEMA). In this position, he is responsible for the development and implementation of FEMA s capacity to respond to, and recover from, the detonation of an improvised nuclear device (IND) within the Homeland. As part of his mission objective, he is defining FEMA s IND Response Preparedness Cycle and building its IND Response and Recovery program.
Previously, Dr. Gresalfi served as the Special Assistant to the Director, Operations Support Directorate (OSD), Domestic Nuclear Detection Office (DNDO), where he was the senior representative of the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) within the DNDO. Dr. Gresalfi provided senior-level policy, technical, and programmatic support to both the OSD Director and to his four Deputy Directors.
As the Washington, DC Coordinator, National Security Programs, Oak Ridge National Laboratory (ORNL), Dr. Gresalfi helped to design and the implement the interagency (DHS, DOE and U.S. Navy) Homeland Defense Equipment Reuse (HDER) Program. He also supported the definition, rapid prototyping and field deployment of the DoD s Oak Gorgon project. This collaborative team participated in the definition, testing, and rapid fabrication of manned and unmanned airborne detection systems focused on the detection of RDDs, INDs, and associated radioactive materials.
Prior to joining ORNL, Dr. Gresalfi was an Environmental Program Manager with Science Applications International Corporation (SAIC), where he helped define innovative waste minimization strategies and recycling solutions that were implemented during the conduct of complex environmental projects across the DOE. He was also responsible for the management of several multi million dollar environmental clean up contracts. Before entering the private sector, Dr. Gresalfi served as a commissioned officer in the United States Army Intelligence and Security Command, where he developed and conducted training and readiness exercises for U.S. counter intelligence units stationed in both Europe and Asia.
Dr. Gresalfi holds a Ph.D. and MPhil. in Public Policy from the George Washington University, an M.A. in Government from the College of William, and Mary and a B.A. in Political Science from Clarion University.
