Kerry L. Thomas

Kerry Thomas recently joined the Washington Federal Practice (WFP) of PricewaterhouseCoopers (PwC) after more than ten years of Federal service. Mr. Thomas is currently overseeing the development of PwC's enterprise risk management solution for government agencies, as well as working to develop a suite of grant-related services for Federal clients. His work also includes advising various Federal government clients on homeland security, risk management and grant-related matters.
Mr. Thomas previously served as Director of National Preparedness Programs within the U.S. Department of Homeland Security's (DHS) Office of Grants and Training (G&T). As the Director of National Preparedness Programs, Mr. Thomas was responsible for the development of policy, as well as oversight and management of a broad range of G&T grants, technical assistance programs and services for the protection of critical infrastructure and key resources. These programs, known collectively as the DHS Infrastructure Protection Program (IPP), provided more than $400 million in FY 2007 alone to the owners and operators of mass transit systems, port infrastructure, passenger rail and intercity bus services. Mr. Thomas also developed a first-of-its-kind program to asses the risks to mass transit and port infrastructure, and has overseen the development of policies and programs for the reuse of surplus Federal equipment for state and local homeland security applications, the novel uses of commercial off-the-shelf communications technology to solve voice and data interoperability issues, and the deployment of layered defensive systems to protect cities against dirty bomb attacks.
Prior to his service with G&T, Mr. Thomas worked for the Office of Community Oriented Policing Services in the U.S. Department of Justice. Mr. Thomas has also worked as a consultant to the U.S. Department of Energy's Office of Defense Programs dealing with policy issues related to the U.S. nuclear weapons program, and as an aide to U.S. Representative Pete Geren of Texas on issues that included national security policy.
Mr. Thomas has a Masters Degree in Public Management from the University of Maryland in College Park, Maryland, and a Bachelors Degree in Political Science from Texas Christian University in Fort Worth, Texas. A native of Texas, Mr. Thomas has resided in the Washington, D.C. area since 1993.
