Frank A. Moret

Frank A. Moret
As a General Dynamics' Program Manager and Sr. Security Consultant, Frank Moret provides government and private industry clients with innovative intelligence, security, and corporate management solutions. Mr. Moret currently leads personnel and contracts within rapidly growing programs supporting the Department of Homeland Security. His support to DHS has expanded across the National Protection & Programs Directorate and the Office of Intelligence & Analysis. Specifically, Mr. Moret has managed operations in direct collaboration with the National Biosurveillance Integration Center, Homeland Infrastructure Threat & Analysis Center, Contingency Planning & Incident Management Division, Open-Source Intelligence Collection Branch, and Protective Security Advisor Program. He also serves General Dynamics' Corporate Information Security Review Board.

Mr. Moret has led numerous security risk assessments to include assessment of one of the world's largest
reverse-osmosis water treatment plants and some of the nation's largest water supply systems, dams, and
hydropower plants. He served as key member of a consulting team responsible for evaluating the physical security posture of leading telecommunications companies and associated worldwide communications infrastructure assets. Also, Mr. Moret trained and advised the New York Police Department's (NYPD) Counterterrorism Division in the assessment of NYPD's Headquarters (One Police Plaza).

In addition to leading assessment projects, he has directed training efforts focused on antiterrorism tactics and security management techniques. In this capacity, he taught professionals from the Central Intelligence Agency, Secret Service, Federal Bureau of Investigation, National Reconnaissance Office, Navy Special Forces, Joint Staff Combating Terrorism Office, US Army Special Operations, and Joint
Counternarcotics Task Force among others.

Prior to joining General Dynamics, he worked with national and international security and intelligence
agencies while serving as Counterintelligence and Human Source Intelligence Officer in the United States Marine Corps. Mr. Moret fulfilled a wide range of leadership roles as a team commander for human intelligence collection and analysis in collaboration with the United Nations mission in Haiti; antiterrorism and force protection operations in Colombia and throughout South America; counterintelligence support to NATO in Bosnia; and terrorism threat assessment efforts throughout Europe and the Caribbean. In his last assignments, Mr. Moret served as the Operations Officer for the 2nd Intelligence Battalion and as the Collections and Disseminations Officer for II Marine Expeditionary Force. He has a comprehensive intelligence background with operational experience in security risk management, antiterrorism, human
intelligence, force protection, physical security, and intelligence analysis.

Mr. Moret has a master's degree in criminology from the University of Cincinnati and a bachelor's degree in administration of justice from the Pennsylvania State University. He is one of the founding members of the Security Analysis and Risk Management Association (SARMA), and chairs its University Programs Committee. Additionally, he is a member of the International Association for Counterterrorism and Security Professionals, Intelligence and National Security Alliance, Marine Corps Counterintelligence Association, and Program Management Institute among others professional organizations. Mr. Moret has been a featured speaker at the University of Southern California's (Homeland Security Center of Excellence) Terrorism Risk Analysis Symposium.
