David P. Brown, Ph.D.

Dr. David P. Brown is a Systems Engineer with primary risk management experience in acquisition risk management. He is also a former Naval Officer having served over 22 1/2 years as an A-6 Intruder bombardier/navigator and acquisition corps member. He is currently employed as a principal analyst with Innovative Decisions Inc., a company specializing in decision analysis.
Prior to joining IDI, Dr. Brown was a professor at The Defense Acquisition University at Fort Belvoir were he taught Program and Technical Management courses. Additionally, he served as a consultant to acquisition programs within the Department of Defense and other federal agencies. He also maintained and improved the risk assessment software package PCS which is used in DAU training courses and a number of programs in DoD.
Since joining IDI, he worked on an IDI team which created a risk assessment/portfolio optimization model for assessing the terrorist risk to Naval Bases and recommended protective measures for mitigating the risks. Following the 9/11 attack, he was named to a group called Scientist Helping America sponsored by the Office of Naval Research and DARPA to bring technology to bear on the war on terror.
