Dr. Weinberg was trained as a geologist, receiving his Bachelor's Degree from Indiana University, his Master's Degree from the University of New Mexico, and his Doctorate from Texas A&M University. He worked in exploration and/or research capacities for Shell Oil Co., Cities Service Oil Company, and Conoco Inc. In 1995, Dr. Weinberg left the private sector after 20+ years to go to the Idaho National Laboratory where he led and managed over $5M in projects across a broad spectrum of technology development programs for the oil and gas industry.

Dr. Weinberg is now President & CEO of Practical Risk, LLC, a terrorism risk-analysis consulting firm based in New Mexico. During his assignment from the Idaho National Laboratory to the National Infrastructure Protection Center and then to the Department of Homeland Security, Dr. Weinberg was the Senior Technical Advisor to the Director of the Risk Management and Analysis Division of the Department of Homeland Security. In that position, Dr. Weinberg headed the Department's development team for building a capability to quantitatively prioritize geographic areas and infrastructures to receive billions of dollars in federal grants based on risk to terrorism. In that role, he was the principal DHS technical briefer to Congress and the White House on the developing field of quantitative risk assessment for terrorism. He was in that position from the stand-up of DHS in March 2003 until his retirement in April 2007.

Dr. Weinberg is a member of the American Association of Petroleum Geologists, the Society of Exploration Geophysicists, the Society of Petroleum Engineers, and the Society for Risk Analysis. He has published over 30 technical papers and presentations and holds two US patents. Dr. Weinberg currently consults with state and federal agencies on matters of risk analysis as related to national security.
