Chel Stromgren is Chief Scientist for Strategic Analysis and Decision Support for Science Application International Corporation (SAIC).
Mr. Stromgren has extensive experience in the development and application of risk management methodologies and has specialized in working with stakeholders to integrate continuous risk management practices into their business processes. As part of this work, he has led efforts to develop risk-based cost-benefit methodologies that allow users to maximize the return on investment for security and response programs.
Mr. Stromgren has more than 15 years of experience in transportation risk assessment, strategic policy analysis, and security analysis. In his current position, he leads the development of risk-based strategic analyses for a variety of customers, including DHS, DoD, DOE, DOT, and NASA. He currently serves as the Principal Investigator on the DHS Port/Mass Transit Technical Assistance Program and has provided direct support to DHS in the development of terrorism risk assessment standards and methodologies. He also has led assessments of intermodal transportation security risk for the DOT and commercial customers, has evaluated security and response solutions for intermodal carriers, ports, and transit authorities, and has led the analysis of risk of transportation of illicit shipments into the United States.
